Work backwards from competitors and the talent market to decide who is needed before you enter. The market sets the positions, not the org chart.

The most expensive mistake in a Japan launch is hiring in the wrong order. Sequence decides everything that follows.

Measure people by the responsibility they carry, not by title or résumé. Once it is clear who owns what, evaluation and pay follow naturally.
